Nieuwegein is a fast-growing city south of Utrecht. A key principle behind 3XN's design for the new City Hall was that there should be eye-to-eye transparency and communication between citizen and authority. The five floors open out like a fan from the striking central atrium, with its spiral staircase: rotating floorplates allow visitors extensive views as they rise through the building. The 25,000 sq m complex houses a wide range of functions, including administrative offices, public library, helpdesks and a cafe. 3XN made maximum use of natural light – including large windows on the top floor, while deploying glass patterned silkscreen on the exterior to mitigate glare and overheating in summer.
