Richard Olney was an American attorney, statesman, and Democratic Party politician who served as a member of the second cabinet of President Grover Cleveland as the 40th United States Attorney General from 1893 to 1895 and 34th Secretary of State from 1895 to 1897. In a landmark extension of the Monroe Doctrine, Olney declared that the United States regarded any dispute between a European colony in the western hemisphere and any sovereign Latin American state as a matter of American national interest. The United States insisted that Britain submit the matter to arbitration.
