FDR's feuding but indispensable New Dealers, Harold L. Ickes and Harry Hopkins. Oct. 19, 1935 during a trip to Panama with FDR, when he tried unsuccessfully to reconcile their differences. Ickes managed the PWA, the large-scale Public Works Administration whose construction projects required long term oversight.
