Major General John Charles Fremont, Union commander of Department of the West from July 1, 1861 to Nov. 2, 1861. While in Missouri, without consulting his superiors, Fremont's issued an emancipation edict freeing slaves in his district. This action threated Lincoln's delicate Civil War negotiations to establish border states' neutrality. Lincoln relieved Fremont of his command for insubordination. Wheeler was wounded three times while commanding Confederate Cavalry troops during the American Civil War. After the Civil War he served in Congress as a Representative from Alabama. During the Spanish-American War, Wheeler volunteered and was appointed major general of volunteers by President McKinley.
