J.R. Jayewardener. Finance Minister of Ceylon and chief delegate from his country, endorsed the treaty as offering a peace of freedom and justice. "We believe," he said,"... That hatred ceases not by hatred but by love." The statement by the delegate from Ceylon, and similar statements by other Asian delegates provided an effective answer to the Soviet Union's appeal for a peace of retribution.During the conference the Soviet Union made every attempt to obstruct the restoration of Japan to the community of free nations.
