German propaganda office in Mexico distributing anti-German and anti-Austrian caricatures. This violates Mexican law prohibiting the display of derogatory material against countries with which Mexico maintains good relations. Furthermore, sheets of paper insulting Mexican officials were distributed to pedestrians. This calls for the application of Article 33 of the Mexican Constitution, which restricts the activities of foreigners who do not honor Mexican hospitality.
