Depicted is a man in a costume which is characterized by an overall twirling red band. He wears a hat with large feathers reaching up to the top of the page. In his right hand he holds a whip. This illustration dating to 1907 shows an English man in the time of George IV (18201830). Here you see the coat that was being worn in early 1900s slightly altered, in eveningdress. It came into fashion with this form of top boots in 1799 and was called Jean-de_Bry. Notice the begnning of the whisker fashion. George IV ruled through Tory minsters and very much disliked by the poeple.
