An illustration of the Rock Island Prison Barracks. While Rock Island was initially established as an arsenal for the Union Army in 1862, it became a prison barracks the following year when Captain Charles A. Reynolds, under the orders of Quartermaster General Montgomery C. Meigs, began to survey and construct a camp to accommodate 10,080 POWs. The first prisoners arrived in December 1863 and the camp would eventually house 12,192 prisoners during its two years of operations.

Barrage Balloon Ascending Above Camp Davis. ca. 1941, Wilmington, North Carolina, USA, The Barrage Balloon Training Center and School, first institution of its kind in the U.S. Army, was organized at Camp Davis in May, 1941. Authorized strength of the B.B.T.C. is 2,500 officers and men. In addition to the B.B.T.C., Camp Davis has seven coast artillery regiments totaling 18,000 men. Ruffner Hall, headquarters for the 10th Mountain Division Artillery, is named after Maj. Gen. David L. Ruffner, who served in three wars during an Army career that spanned more than 35 years. Ruffner became part of 10th Mountain Division history when he took command of its artillery units and oversaw training at Camp Hale, Colorado, and Camp Swift, Texas. The 10th Mountain Division (LI) and Fort Drum headquarters building was named after a World War I Medal of Honor recipient and commanding general who led the 10th Mountain Division in combat in the Italian Theater during World War II. Building construction was completed in July 1990 and it was known as the Division Command and Control Facility until it was memorialized as Hays Hall the following year.
