Le Plan Trochu', 1870-1871. After the disastrous defeat of the French at Sedan and the capture of Napoleon III, the Prussians surrounded Paris on 9 September 1870. The defence of the city was commanded by General Jules Trochu, who became President of the French Government of National Defence after a revolution on 4 September 1870. Trochu's plan for resisting the siege was based on a passive defence of the city, which was unpopular with much of the populace who wanted to see a more aggressive strategy involving breaking through the encircling Prussian forces. Cartoon on Louis Napoleon, 1806, Anonymous, 1806 print Louis Napoleon is as king of Holland, in the company of his eldest son Napoleon Karel Bonaparte, the crown prince, on a ton.
