The shadow of lynching hung over African Americans. In the 1920 and 1930s, the NAACP unsuccessfully lobbied Congress to pass anti-lynching legislation, but was unable receive even FDR's support. However, the campaign shed light and revulsion, making lynching rare by the late 1930's.
