5.15 P.M. Spencer St. Looking South -- Look at that poor cop! What hope does he have of controlling that volume of traffic The outside lines can't even see him.And what a conglomeration of traffic! (above and below). Trucks, cars, trams, motor-cycles and bicycles. I've never seen worse anywhere in America.You need much more positive control-signals, signs and road markings. And the obvious thing, of course, is that no one bridge should have to cope with that traffic volume.You desperately need more traffic outlets, more bridges and arterial roads. That's why you must press ahead with your Master Plan and concentrate on the arterial highway provisions. October 18, 1954.
